Members sought for ad hoc golf RFP committee

     Members are sought to serve on the Ad Hoc Executive Golf Professional Proposal Review Committee in order to review and evaluate proposals received by the Canyon Lake Property Owners Association in response to Request for Proposals (RFP) for golf professional services.
     The Committee will establish RFP guidelines and issue the RFP, as well as receive the proposals and summarize them for review and consideration by the Board of Directors. Scoring definitions will be developed, providing qualitative and quantitative scoring options for technical evaluation. Each scored question will receive a score based on a rating description. The Committee will prepare a summary recommendation for the Board as well as a qualitative and quantitative score.
     The Committee will remain active through the date the contract is awarded by the Board of Directors (approximately June 2010).
     
     
     Golf Pro Committee guidelines
     Directors approved guidelines for the ad hoc executive committee to review the golf pro proposals. The guidelines follow:
     Ad Hoc Executive Committee Golf Professional Proposal Review Committee Guidelines
     “WHEREAS, Article VI, Section 1 of the Bylaws of the Canyon Lake Property Owners Association grants the Board of Directors the power to conduct, manage and control the affairs and business of the Association; and
     “WHEREAS, Article II. Section 2 (I) of the Bylaws grants the Board of Directors the power to appoint such committees as may be necessary to, or convenient in, the discharge of any of its obligations or powers; and
     “WHEREAS, Article VI, Section 1 (e) of the Bylaws grants the Board of Directors the power to appoint committees of the Association;
     “NOW, THEREFORE, BE IT RESOLVED THAT the following general guidelines and procedures for committees be adopted:
     “The Golf Professional Proposal Review Committee shall be charged with the following: The Golf Professional Proposal Review Committee has the authority to review and evaluate proposals received by the Canyon Lake Property Owners Association in response to Request for Proposals (RFP) for Golf Professional services for the purpose of identifying the most competitive proposal(s) from responsive and responsible offerers.
     “The primary responsibility of the Golf Professional Proposal Review Committee, herein referred as the Committee is to advise and assist the Board of Directors, hereinafter referred to as the Board, in developing and administering the Request for Proposal, Proposal Review and Recommendation to the Board.
     “In fulfilling its responsibility, the Committee shall perform functions, which include the following:
     1. The Committee in cooperation with the Canyon Lake Property Owners Association shall establish RFP guidelines and issue the REP and receive the proposals for review.
     2. The Committee shall review the received Technical Proposals and summarize and review proposals for review and consideration by the Board of Directors.
     3. Scoring definitions will be developed, providing qualitative and quantitative scoring options for technical evaluation. Each scored question will receive a score based on a rating description (rating form available at the POA).
     4. The Committee shall prepare a summary recommendation for the Board as well as a qualitative and quantitative score.
     “Membership – The Committee shall be composed of seven individuals as follows:
     Member of the CLPOA
     Men’s Golf Representative
     Women’s Golf Representative
     Family Golf Representative
     Board Green Committee Liaison
     Board Golf Pro Contract Review Liaison
     Staff Golf Liaison.
     “Duration – The Committee shall be active March 2, 2010 through the date the contract is awarded by the Board of Directors (approximately June 2010).
     Serving on the committee will be David Johnston and Guy Kestell, Board liaisons; Controller Ron Phipps; Sam Theodoro, active in the Green Committee, Men’s Golf Club and Tuesday Work Group; Barbara Mensch, member of the Women’s Golf Club; Jon Keigwin, active in the Green Committee, Family Golf Club and High School Golf; and Bill Cissel, a member at large who owns a golf retail store.
